I have a good idea for a manga and even have some of the chapters already drawn and inked! So, where can i get this reviewed and published?

(google) publishers of anime I'm sure its not to hard to find or seach some thing in that general idea maybe you can get some numbers

if you want to get other anime artists to review it go to deviant art and get a page. post you work there and enter their clubs, they have a lot of anime clubs and there are a lot of professional artists who post there. you can also see my art there link so there is the link, enjoy and good luck!
