In a romantic way? No. There are a few episodes at the end where they make it VERY clear that they don't have a thing for each other. In The Ember Island Players, the actors have a romance and Zuko and Katara are pretty clearly disturbed sa pamamagitan ng the thought. And an episode or two later, Jun makes a joke about them being together and they get kind of mad about that, probably still being a little annoyed sa pamamagitan ng the play. Originally they were supposed to be together but I guess the creators changed their minds and gave Zuko a girlfriend instead. One of the "Avatar Extra" blurbs sinabi that awatara prides itself on surprise endings, so I assume they wanted that to be a surprise, but then they realized it was a lot madami obvious than they first thought. Even now that the show's over people still see it coming! So to answer your question, she was originally supposed to, but no, she doesn't. As a friend, though, he grows on her. And for the record, for anyone who thinks that Kataang is creepy: When the ipakita starts, Aang is twelve, Katara is fourteen and Zuko is sixteen. Aang hasn't hit puberty yet (and if he does, it's much later on) but sa pamamagitan ng segundo season, Katara has (if not earlier). Aang is short for his age and was raised in a virtually asexual culture. He's childish and Katara is growing up, so it SEEMS really awkward, especially ibingiay his height, child-like attitude, her sexual maturity, and, of course, the whole being-a-monk thing. But technically, Aang and Katara have exactly the same amount of years between them as Katara and Zuko. Weird to think about, right?
