It looks like Toshiro, true, but I think it is madami likely that this is Toshiro when he's younger, or a character that we haven't actually seen in Bleach... Because, I recognise every character in Bleach and Toshiro is the only person that looks anything similar to him (in terms of facial features, eyes and hair). I definitely think this is of him when he was younger (maybe around the time when he was in the Academy with Kusaka, or possibly even before that, when he first met Rangiku. XD
