The guy was George Foyet, the Boston Reaper from 4.18 Omnivore. In that episode he called Hotch in his hotel during the investigation and offered him a deal: the FBI stops hunting him and he stops killing the victims. Of course, Hotch refused and they caught Foyet but in the final scenes of the 4x18 Foyet managed to escape from prison. Most fans suspected that he'd return and go after Hotch - which he obviously did.

The guys name is George Foyet, AKA The Reaper, he's an old case of Hotch's. In the episode Omnivore he comes back and wants to make a deal with Hotch. If Hotch took the deal then the Reaper would stop killing. Obviously Hotch didn't take the deal and the reaper is now back.
