For some reason people refer to Rosalie Hale as Rosalie Cullen. fans do it, magazines do it....lots of people. Someone probably had Rosalie Cullen in mind when creating the Rosalie Cullen fanclub...before or after the Rosalie Hale club was made.

It always aggravated me when people refer to Rosalie as "Rosalie Cullen", but that's a rant I'll save for another time. :)

They are the same person, technically it's Rosalie Hale because thats the 'cover' last name they gave her& Jasper, mainly because it would be weird if they were Cullens dating Cullens. {Emmett& Alice} But she is a Cullen, part of their family& married to Emmett, just not everyone knows that in Forks. :P
