Cinderella and Anna: both are kind, gives more preference to others over themselves, are highly optimistic and have strong faith in their beliefs/dreams. Anna strongly believed in Elsa despite being shut off for years and Cinderella believed in her dreams despite being in her state as house maid. They have a kind of inner strength that do not show openly, but they calmly take a stand and stick to it, no matter what. Both also dreams of love, for different reason.
Belle and Rapunzel also found love when they were least looking for it.
I didn't say Rapunzel dreams of love, I said Anna does, same as Cinderella. Anna with the hope of meeting "the one"and Cinderella ( So this is love), the way she feel for Prince Charming, like head over heels. Actually to think of it now, the reasons were also, at the base of it, very similar - both wanting to get out of their locked state, Cinderella literally and Anna, emotionally.
Later when Belle brought Beast home after saving him, she judged him again. She said "You should learn to control your temper." She was judging that he did not have an appropriate control of his temper and she was right again! This again was, to me, a very good thing because he realized she was right and stopped arguing. Then they started to build a real friendship after that.
In the "Something There" scene Belle reassesses her judgment of Beast and judges him again. That's why there's the line "There's something sweet and almost kind. But he was mean and he was course and unrefined. And now he's dear and so unsure, I wonder why I didn't see it there before." She admits in the song that she had prejudged him and not taken in these other qualities about him.
She also judged the Beast to Gaston and the townspeople when she told them that he was "really kind and gentle."
To judge means "to form an opinion about (something or someone) after careful thought" and to make a judgment is "the act or process of forming an opinion or making a decision after careful thought". Belle was absolutely judgmental.
I don't see how Cinderella and Anna (Anna especially) were more locked or trapped than Rapunzel?
