Jessica Lowndes looks a little too tan to be Belle, but of course makeup could fix that. I don't know, I guess I can really see Leighton Meester as Belle!

Neither, maybe Leighton Meester if I had to choose one, but they're both a little too glamourous to play Belle. Plus, Belle's supposed to be more of a plain beauty, these girls have a more sex kitten look, especially Jessica Lowndes.
I don't know, Belle is so important as a princess, I guess I would want an actress more special to play Belle. Like the people on Broadway, Susan Egan or the girl or Anneliese van der Pol.

I can't really see either of them as her. If I had to choose I guess I'd go with Leighton, but if they did a live action version I can't say I'd be pleased with either of them being cast. I think Belle needs a more open look about her beauty. These girls are both pretty, but in a more socialite way. While they're both very good looking I'd call them pretty, glamorous or sexy but not beautiful. That's not saying their looks are less than beautiful, just that they are a different type of attractive, a type that doesn't suit the character in my opinion :)

Off the top of my head I'd say Emmy Rossum or Anne Hathaway have the type of attractiveness Belle needs (I'm not really saying they're the ones I'd choose for the role, but they're an example of the type of beauty I associate with Belle. Cute and girl next door, but still very attractive)
