Extremely confused about a quote?

This quote is sinabi in the Prisoner of Azkaban film in the Care of Magical Creatures lesson with Buckbeak.

Hermione: "I think they're funny."
Draco: "Oh yes, terribly funny. Really witty! God this place has gone to the dogs, wait til my father hears they've got this oaf teaching classes!"

I have never understood what this quote means. What's funny? What's witty?

so he tells that it is very funny (in a sarcastic way) and calls hagrid "witty" - again sarcastically to ipakita everybody what a dundderhead hagrid is. so he exclaims that his father will do something once he tells him that they have got hagrid teaching them lessons.

I remember being confused about this quote as well! I think it would have made much madami sense if they followed the book madami closely here, as Hagrid is the one saying he thinks they're funny, rather than Hermione. To me, it seems completely OOC for Hermione to think the book is funny.
