But, children eventually grow up (well in his case, he was forced to). Notice how he wanted to watch the death of Buckbeak in the 3rd book, but a few books later he doesn't like death nor does he want to cause it. Instead of being a bully at his free will, he was forced when he was a Death Eater.

..I didn't like how he bullied his peers, but what I pag-ibig about him is that we see a transformation in his character. He wasn't left the same exact kid we saw at the beginning.

Sorry for the unnecessarly long explaination on my opinion.
