I don't think he felt alone because of being the only boy. After all he had a father there with him. But more importantly he was pointed out to feel out of place because of the rules and leash, not because of gender issues.

And they needed to put a clear contrast between him and the rest of his family. More boys would've ruined that, no matter how different personalities. Same with how they meant the story to be essentially about Scamp's relationship with his father. Again more boys would've distracted from that.
