As long as he's saying it to his friends, not his girlfriend. There is nothing wrong with finding someone else attractive, but he shouldn't say it to his girlfriend of course! That'd be a little rude. As long as he doesn't walk up to her and flirt with her, and he doesn't say it to his girlfriend it's alright

If he truly liked/loved his girlfriend, he wouldn't be looking at the other girl like that

It's not that actually saying it is wrong, as long as he's not saying it's better than his girlfriend's, or he's making the comment around his girlfriend, cuz that would just hurt her feelings.
I think this is the best way he should say it around me, if I'm his girlfriend, "Sweetie, what do you think of her?" Then, if I thought she was sexy, I'd say so, and ask him why he asked. An acceptable answer might be something like, "Yeah, she is. I'm not interested in her, I was just wondering what you thought."
Tip of the day: whenever you say anything, make your girlfriend feel like her opinion matters, but don't make her feel like she's just ibingiay you approval for something wrong.
