Is this a relationship?

I'm 14, he's 16. I like him a lot and almost think i'm falling for him. He just broke up with his girlfriend and we've been foolin' around. All he ever wants to talk about is sex. He told me he's not looking for anything right now. But he'll text me "I pag-ibig you". I know it's bad to have a relationship based around sex, but are we in a relationship? I'm really confused.
