Think about it, the looks that passed between them, the body language, the shared past experiences it's obvious that any breaking of Rule 12 would be because of a Gibbs & Ziva romance!! They have FAR more in common and Ziva needs a man who's experienced in the raw NOT someone who's self-obsessed and been cosseted and coddled.
