As for why the animators decided to do it, however, I suspect it may be because they wanted Skipper to have a buzz-cut-type military look to better portray his role as a commando leader.

All right, why is it always SJF who actually gives a logical answer? And you're right, didn't some interview somewhere have Tom McGrath or someone saying it was meant to resemble the army buzz cut?
