Has Fanpop ever not allowed you to answer picks?

Sometimes if I want to make a choice, or tagahanga someone/something, or save something to favorites, I can click on it but all it does is bring me to the tuktok of the page and I just can't do it. Anyone know why? I can't answer quizzes either but can do everything else.
