No. Not unless she uses the surnames too and copies the other characters' appearances, personalities, etc. But there is no copyright on the name "Luna" alone.

It depends. Is she using the same exact character and/or using the same plot? If no, then she prob. won't get in legal trouble. If yes, then if she wants to avoid trouble, then tell her to give credit to the may-akda or whatever she is using the character from. :)
