If both of their parents were witches, either that means that witches intermarry with witches from other circles, which would then deplete the number of circles total in the world, or there's some major incest going on.

i just remembered fayes dad must have been a member because her grandfather who is the father of fayes dad was a member of the bilog before them with cassies grandmother
