no their hair does not grow back. in short segundo life of bree tanner book, a newborn gets a clump of hair ripped out and bree comments that it'll leave a bald patch. so no, if hair gets ripped out, it does not grow back. probably why jane from the volturi always wears hers in an 'up' do cos it wouldn't look good if one of the volturi were bald.hope this answer helps
