f you're referring the Tim burton movie witch was actually out in 2010, the Mad Hatter and Alice had madami of a brother and sister relationship like Johnny Depp stated in a preview. But in the original script of the movie they kissed twice. The kisses were taken out sadly. Some (Including me kinda) would pag-ibig to believe that there was a pag-ibig relationship between them but I really don't think there was in the movie.

Yes Hatter loved Alice a lot not only in the original script did Hatter halik her after he danced and then one last time before she left but also, the balcony scene. The way Hatter held his hat was a gesture that he was interested in courting her. It is sad that the halik got took. Definitely ship Malice/Halice

Yes the mad hatter was in pag-ibig with Alice, when you look for context clues you see that Hatter kisses Alice multiple times in the original script. He tries to get her to stay in Underland but fails.
