David's Regeneration into Matt

Ok so, I understand that Time Lords can only change gender if they sacrifice a regeneration for someone else. Now the regeneration with Rose was influenced sa pamamagitan ng Rose being there, the body was designed for Rose, I think. But doesn't this regeneration count as sacrificing a regeneration too, and Rose wasn't there to influence it. So shouldn't Matt's Doctor have been female?
