I don't know much about Rosalie, but I didn't like Fleur because she sounded prissy and she doesn't seem very smart. She entered her name for the Triwizard Tournament but barely got anywhere in it. Plus, it seemed like Fleur's only actual power was her part veela power, and that didn't do her any good except make her look "pretty".
