Is this dress a good vampire costume?

I am going to my mga kaibigan party susunod week and she sinabi to come in a costume. I want to be a vampire but I can't afford a full costume so I want your opinion on this dress that I found is my closet! I am also going to buy some fake fangs and possibly a cape if I can find a cheap one.
