What is "World Domination How-To" sa pamamagitan ng Rin and Len about?

I think it's about two students, who have suffered a lot in the past and have gained strength from those experiences. They are determined to tackle their problems and "take over the world". This is just my interpretation of it, so it may not be the best or clearest.
