Does anybody know any infomation about Diamond Dust weather in Mt. Silver in SoulSilver?

I had encounter the diamond dust weather on Mt. Silver on New Years araw in SoulSilver. I want to know if anyone know when would Mt. Silver have the diamond dust weather?
