For those of you who don't know, Terra is a character from Teen Titans who can control the earth and was Slade's apprentice. She was a Teen Titan for a while, but eventually joined Slade because he could help her control her powers.

From what I've seen of Terra, she couldn't really control her powers all that well whereas Toph is self trained and a master of her abilities...one of the best really. She even found out how to use her bending in a different way (metalbending).

Toph has more control and skill. Terra has a LITTLE bit more raw power. I'd give this to Toph, although Terra would give Toph a run for her money.

it's like Iceman, Frozone, Jack Frost or Ice from Global Guardians/Justice League vs Elsa... one has way better control. that makes a WORLD of difference.
