The tone doesn't fit his character.
I remember when Scott was sitting in a panel and he told the fans how it was being the voice of England. He said that he first had a "serious" English accent, but the staff didn't like it and asked him to use a much lighter accent and tone to make it funnier.
Taliesin isn't a bad voice actor and the accent is fine, but the tone in England's voice is supposed to be light and funny, which it isn't anymore (In my opinion).
Hopefully it gets better in the later episodes, but as for episode 1 and 2, England sounds too serious than he's supposed to sound like.
