I don't like Bieber, but I count anything where there are instruments being played, or singing, or any sort of melody or whatever as music, regardless of my personal feelings on the artist in question. There are a lot of artists I can't stand, but that doesn't mean they aren't making music. It's all a matter of opinion, but technically, they're all making music.
