The reason why the anime version had these, I don't know. Maybe, the animation team wanted to come up with side stories that will tickle the fans' funny bones, and they will surely love.
I know you'll agree with me. The chibi version of the shounen characters are way cuter, not to mention the reduced seriousness in some of the characters. They look madami cuddlier. And that simply means it will garner madami fans too. Take Kaido for example. He looks like a gangster wearing a bandana, but in the chibi eps...woah, he looks so cute(you'll even forget his blunt attitude).
Now, let's discuss the lovely eps one at a time.
Episode 64: Compilation stories of Tenipuri.
The pamagat says it all. It is a compilation of stories(three, to be exact) that took place somewhere in their imaginative era.
The first part had Mizuki as the ultimate villain(though he can't be compared with Voldemort). He kidnapped(wait, do you even call that kidnapping?) Horio and took him as an hostage. He later turned the "2 years of experience" boy into a green monster and only the ball Inui had soak into his antidote(well, it's that icky juice again) had made Horio go back to his original state.
The segundo part had a few "monkey business". reyna Shinji asked her mirror who is the fairest of them all. The mirror(in w/c Kachiro was in) sinabi it was Snow white(Shirai Yuki). The old lady named Ryuuzaki happened to have Sno white as her nick name, and so the hilarious story goes on.
The third part had a match between the resident tensai of Seigaku, Fuji, and the little Prince(hey hey, I'm not talking about that horse in the story "the little Prince"). First off, the match was easily taken away sa pamamagitan ng Fuji, and made Echizen a lot madami stronger to have his sweet revenge. The evil thing called "Inui's Golden juice Hyper Remix" made each and every character go insane.
Episode 87: tenis Folktale, History of tenis and Prince Detective
It was way back I don't know when a larger-than-man sized Ponta was carried sa pamamagitan ng the river and delivered it to the old couple named Banji and Sumire. When they opened the Ponta, they crash landed with a boy they named Ryoma. After Ryoma grew up way enough to support himself, he tried to go through a journey going to the city. There he and his Seigaku buddies discovered the racquets and invented tenis themselves.
A big problem, a really, big problem. Inui's only pair of glasses was stolen sa pamamagitan ng someone he thought holds a grudge on him(because of the juice, no other logical reason).

Episode 115: Dual Pistol Gunman and the Prince of Baseball.
Here goes Atobe, the flamboyant captain of Hyotei Gakuen. He held a Baseball game, sponsored sa pamamagitan ng his ever higher-than-the-sky pride, ordered Tezuka to come back all the way from Germany just to participate. Atobe later finished off the whole craziness sa pamamagitan ng exploding a bomb on them.
Oh! We are in the wild, wild, wild west. The place where the cowboys and gunmen ipakita what they're truly made of.
A rumor has been going around, about that dual pistol gunman who was acclaimed to be the best gunman in the century. Now, a man, carrying two gun carrier appeared. The group of gunmen now wants to have a duel with him to prove that the moving rumor was wrong. After the silly duel, they all realize there wasn't a single dual pistol gunman.
Episode 132: The Zany Tenipuri family
First part. It was children's araw and every house with a boy in the family should stand Koi flags. The two silly kids of Tenipuri household named Ryoma and Momoko made the scene a whole lot crazier than you've ever imagine.
segundo part. Oh no! THERE'S A halik MARK on Inui's office clothes. Now the angry Shuuko(Ooishi) punish him sa pamamagitan ng bringing them all to the department store(in w/c girls like me is really addicted). The mishaps and misfortunes happened on the mall made them buy nothing. And for the back up? They had manage to visit Kawamura's burning sushi house(yes, burniiiiiing!) and ordered everything in their heart's content.
Episode 165: Tenipuri family goes to Hawaii and Tenipuri family's christmas.
Yes, the Tenipuri family wanted to get those unwanted fats burned sa pamamagitan ng going to the most famous tabing-dagat of all, Hawaii.
But wait! NO HOTEL TICKETS FREE? JUST TRAVEL EXPENSES? The family exchanged their tickets to another one that taking them to a hot spring. The two kids(yes, it the two kids again) got Nawawala and their family went looking for them the whole day.
It's pasko time! The Tenipuri family has got to celebrate it! The cute li'l Kaido got his feet chasing a bearded old man wearing red Hawaiian polo.
