If Sailor Cosmos is Sailor Moon's ultimate form, and Chibi Chibi is actually Sailor Cosmos in disguise, would that mean Chibi Chibi is actually Chibi Usa's mother?

I mean in the manga. Yes, I know that in the anime, Chibi Chibi is Galaxia's starseed. But in the manga, she is a disguise for Sailor Cosmos, who is the ultimate Senshi form of Usagi.
