I don't really know. Edward sinabi that he wouldn't turn her because he never wanted her to be a monster. But I do believe that they wan't to spend forever together. If he did turn her, he would never forgive himself, but if she died he wouldn't forgive himself and he would go to the Voultri to be killed. :S
