I'm not going to give a "worse anime", but Boku no Pico isn't even an actual anime series. It's a fucking shotacon hentai, not an anime series. And there's even madami messed up hentai than Boku no Pico! And we all know Bible Black is one pretty damn good hentai. But it'd of course be a shitty anime because it's meant to fap to. Not to admire the storyline or character arcs. As a hentai specialist, I am very annoyed with this. Boku no Pico has a lot of issues like most hentai so honestly, I wouldn't necessarily call it the "worst anime" but as far as hentai goes yes it is one of them. Most hentai is pretty bad.
