go into the caves and stuff like that, and finish the main quest and the side quests and the factions, that's how i got to lvl 20.

I'm lvl 48 because I did a bunch of side quests and main quests. I leveled up my heavy armor by hitting a guard in the barracks and having the others attack me all at the same time.
