He looked more like a trainer to me than a villian (because he wasn't wearing any uniform) so I first thought he was supposed to be a rival. Then after getting over the thought that he may be a rival for Black/White (which he is not but you do battle him a few times) I thought he was just super adorable. For a villian that is.
