What makes a person a stalker?

So, I'm re-writing my story... for like the billionth time. Anyway, I'm making Frankie a sort of stalker. Not a creepy stalker, but like a stalker who's fallen desperately in pag-ibig with this girl and doesn't want her to spend time with any other boy.

So what all does a stalker do? Like during school mostly?

For example: Follow her around, stick notes in her locker and watch her to see if she reads the note, stare at her all class period, etc.

So its not really stalking at school because everyone goes to the classes, unless he follows her to the bathroom or classes she's in but he's not then he's a stalker. But other than that sticking notes in a locker and staring at someone may be creepy to some people but its not really stalking. So make him do the things I mentioned in the first sentence to make him stalker-ish. I really hope I helped! :)
