All right, wild speculation time about The ibong dagat who loved me! XD
My wild theory: Blowhole still thinks he is Flippy, so while he is Flippy, he meets Doris. Somehow both come to the zoo, or the penguins are spying on Flippy to make sure he doesn't have his memories again.
