There are no best users nor people. If you stop to ask yourself, "What's really the difference or best, from just normal?" You can have a few favorites users as I do myself but there is never a best. Treat everyone ecually.

No one is 'the best', we are all equals here, but there are several respected and well known users that I regard as very good fanpop users. Vanessa100 Azkaban Heartisalone r-pattz Sammisarus and of course, ME (sorry, I had to XD)
There are many more...but I can't recall their names atm. However, the walang tiyak na layunin spot is usually where you find all the cool kids :3

There are no "best" people on fanpop as we all have different opinions and different qualities that we look for in people that help us form those opinions. We all have users that we respect, and some users are better known and madami respected than others, but when it all comes down to it, we could all listahan the best people we know here and there would be someone who disagreed. There is no "best" or "worst" users. We are all equal as we should be.
